ID Medicaid Expansion Enrollment Surpasses 80,000

U.S. News/The Associated Press reported on June 12, 2020, that more than 80,000 individuals have enrolled in Idaho’s Medicaid expansion program. Some 91,000 individuals are eligible for the program, which was approved through a 2018 ballot initiative. Idaho has a total of 345,000 Medicaid members, compared to about 286,000 as of last September. Read More

ID Receives Federal Approval of IMD Waiver

The Idaho Press reported on April 17, 2020, that the U.S. Department of Health and Human Services approved Idaho’s request for a waiver allowing the state to use Medicaid funds to pay for behavioral health services at institutions for mental disease (IMD). Total Medicaid enrollment in Idaho was 266,030 in 2019. Total Medicaid expenditures were $2.1 billion in 2019, with about 13.7% through managed care and the rest through fee-for-service.

Section 1135 Waivers Are Now Approved in 34 States

On March 27, 2020, the Centers for Medicare & Medicaid Services (CMS) announced that it has approved section 1135 waivers for several additional states in response to COVID-19, bringing the total number of approved states to 34. The most recent additions include Colorado, Connecticut, Delaware, Hawaii, Idaho, Maryland, Massachusetts, Minnesota, New York, Pennsylvania, and Wyoming. The waivers give the states significant flexibility in how Medicaid services and funds are used to respond to COVID-19. Read More

ID Budget Committee Approves Medicaid Expansion Funding for Fiscal 2021

The Idaho Press reported on March 7, 2020, that the Idaho joint budget committee approved a $3.1 billion Medicaid budget for fiscal year 2021, which includes funding for Medicaid expansion. Federal funding will account for 80 percent of total Medicaid spending, and 90 percent of expansion spending. Idaho approved Medicaid expansion in 2018. Read More

ID Joint Budget Committee Cuts Behavioral Health Spending

The Lewiston Tribune reported on February 22, 2020, that the Idaho joint budget committee unanimously voted to decrease state spending on behavioral health by 5.3 percent. Cuts would include $1 million in community crisis centers, $1 million for contract physicians, and $2.2 million for community-based services for justice-involved individuals. The state hopes additional federal funds for Medicaid expansion, which took effect in January, will help offset the cuts. Read More
