With Medicaid block grants in the spotlight this week, our In Focus section examines the Rhode Island Global Consumer Choice Compact, Section 1115 Medicaid waiver program approved in early 2009. On Tuesday, the U.S. House Budget Committee released its FY 2012 Budget Resolution which proposes converting federal responsibility for Medicaid expenditures to a block grant as a way to rein in costs in Federal Medicaid spending.
